Parcel D TPH-Clean Excavation Completed 05/30/2014

If anyone noticed, V3’s remediation crew was on-site last Friday, 05/30 digging TPH-impacted soil at 7:00 in the morning. Our consultants informed that the long-awaited removal and disposal went very well. The cleanup went pretty fast, still Aaron Carpenter, our Brownfields Coordinator was able to capture a few good shots of the work-in-progress. 
About 300 tons of total volume of soil was removed and visually, the dig looked good. V3 collected the verification samples and sent them to lab for expedited analysis. Results of the verification samples came in on 06/04/14……. And data results are below the Total Petroleum Hydrocarbon (TPH) goal. RW Collins will backfill the excavated area with clean fill material, today 06/05/14.
V3 will provide a written summary of their findings sometime next week, so we’ll provide more information as it becomes available.

Next Steps

V3 is waiting on the driller to schedule the installation of the monitoring well, likely for the week of 06/09/14.
V3 has already started the draft Remedial Action Cleanup Report (RACR) to document the final results. The draft will be completed before the end of June. We anticipate that the report will be submitted to IEPA for approval before mid-July. The City has plans to develop this property into future green openspace and naturalized stormwater management area.

Notice of 30-day Public Comment Period

The Draft Analysis of Brownfields Cleanup Alternatives (ABCA) is now available for public review and comment for 30 days starting January 29th, 2014. The ABCA relates to the planned remediation activities at 12245 S. Division St. (Parcel D) within the Northeast Mixed-Use Commercial Park Site.

About the Project:

The City of Blue Island has USEPA Brownfields Cleanup Grant funds to clean up Parcel D within the Northeast Mixed-Use Commercial Park Site. The specific remediation addressed is the removal of the total petroleum hydrocarbon (TPH) impacts and some free product within the localized area of 12245 S. Division St. (Parcel D).   The purpose of this cleanup is to meet environmental regulatory requirements and to position the property for future commercial redevelopment.

Analysis of Brownfields Cleanup Alternatives (ABCA):

The purpose of the ABCA is to identify and evaluate cleanup alternatives to mitigate potential risks to human health and the environment from identified environmental impacts at the NE Site. The City’s environmental consultant for Parcel D TPH-Cleanup, V3 Companies has prepared the final draft of the ABCA on behalf of the City.

The public comment period is from January 29th to February 28th, 2014. All interested individuals are encouraged to review the document and make comments.

PUBLIC HEARING:

The City will hold a public information meeting in conjunction with the comment period on Wednesday, February 5th from 6:00 PM to 7:30 PM at the Blue Island Public Library, 2433 York Street, Blue Island, IL 60406. Brownfields staff and V3 will be available to discuss any questions and/or comments about the project. If you are not able to attend, a summary of the meeting and comments will be posted on this website.

The City will accept written comments throughout the comment period until 4:00 PM on February 28th, 2014. Any comments can be emailed, mailed or delivered to:

Public Hearing for Parcel D TPH-Cleanup: February 5, 2014

Save the Date – Public Hearing: Feb 5, 2014

This spring, our environmental consultants will conduct planned remediation activities at 12245 S. Division St, Parcel D within the Northeast Mixed-Use Commercial Park Environmental Cleanup site (former landfill at 119th/Vincennes).

  • On Jan 15, 2014, the City will publish a 2-week advanced notice for the 30-Day Public Comment Period & Public Hearing related to the Parcel D TPH Cleanup.
  • The draft Analysis of Brownfields Cleanup Alternatives (ABCA) document will be available for public review and comment for 30 days starting on Jan 29, 2014. 
  • The City will hold a public information meeting in conjunction with the comment period on Feb 5, 2014. 

We are still finalizing the details of the meeting and will publish them as soon as a location and timing is confirmed. Until then, save the date and keep an eye on A Sustainable Blue Island for updates.
